The Energy Company Obligation 4 (ECO4) is a government initiative aimed at reducing carbon emissions and combating fuel poverty in the UK. Launched on April 1, 2022, and running until March 31, 2026, the scheme obliges energy companies to fund energy-efficient upgrades for domestic properties.

ECO4 focuses on helping households that are in fuel poverty or have low energy efficiency ratings (bands D-G). The scheme aims to provide a complete upgrade of these homes, including a minimum number of private tenure homes in energy efficiency rating bands E, F, and G.

You could qualify for ECO funding in a number of ways – for example through household income, certain benefits, or health-related circumstances. The rules are quite broad and vary from scheme to scheme, so the quickest way to find out is to use our free online eligibility checker. ECO funding is designed to make homes warmer, greener and more affordable to run.

The scheme focuses on three main areas:

  • Renewable heating solutions – such as modern, efficient systems that reduce reliance on expensive fuels.
  • Solar panels – generating your own electricity and lowering monthly bills.
  • Insulation – keeping more heat inside your home so it stays comfortable year-round.

By improving efficiency in these areas, ECO funding can help cut energy costs while reducing your home’s carbon footprint.

Funds for measures delivered under ECO4 should not be combined with funding from other government schemes or grants, such as the Warm Home Discount (WHD), Boiler Upgrade Grant (BUS), Social Housing Decarbonisation Fund (SHDF), and Home Upgrade Grant (HUG). Any measures outside of ECO4 intended for the same property must be installed before or after the entire ECO4 retrofit project is complete.

Eligibility for ECO4 retrofits depends on the tenant of the property, not the landlord. Measures that can be installed in the private rented sector (PRS) properties under ECO4 are based on the EPC rating and must meet the Minimum level of Energy Efficiency Standard (MEES). PRS properties occupied by a member of the HTHG, or a person declared eligible by the local authority with an initial SAP energy efficiency rating of E, F, and G are eligible to receive ECO4 measures. The package of measures for PRS properties must include at least one of the following: solid wall insulation, first-time central heating, district heating system connection, or renewable heating (except when it replaces the same measure). Replacing or repairing boilers, central heating systems, or electric storage heaters is generally not eligible under ECO4 as part of the package upgrade, but it’s permissible when it’s replaced by FTCH, renewable heating or district heating connection. An electric storage heater can be replaced with FTCH, and an inefficient heating system can be replaced with a renewable heating system, but a renewable heating system cannot be replaced with another renewable heating system.

Boiler repair, replacement, or upgrade is possible under ECO4. To be eligible, the boiler must have been efficient before breaking down and being unable to be repaired economically. The scheme includes a cap on the replacement of efficient broken heating systems. Still, the following measures can be installed outside this cap: First Time Central Heating (FTCH), heating system upgrade, renewable heating system, district heating connection, innovation measure, and heating controls. Heating system upgrades (not capped) can only occur when the existing boiler is inefficient (non-condensing); otherwise, the boiler is eligible for replacement subject to the cap.
